Pellman and Kjelland Elected to Wheat Commission

by ND Wheat

Posted on 4/3/2018

Two North Dakota Wheat producers have been elected to the North Dakota Wheat Commission (NDWC). Jim Pellman, McClusky, was elected in District 3, comprised of eleven counties in south central North Dakota. Pellman will replace David Clough, Fessenden, who has served the allowable limit of three, four year terms. Aaron Kjelland, Park River, was elected from District 6, consisting of five counties in the northeast. Kjelland will replace Brian O'Toole, Crystal, who has also served three terms. The new Commissioners will begin official duties on July 1, 2018.

Pellman has served as the Sheridan county NDWC representative since 2014. He has a degree in Agricultural Economics from NDSU. Pellman and his wife Candace have two children and grow wheat, barley, canola, corn, peas, and soybeans on their farm near McClusky.

Kjelland has served as the Walsh county representative since 2006. He is a graduate of Concordia College with a degree in Political Science. He and his wife Rebecca have four children and produce wheat, canola, corn, pinto beans, and soybeans on their farm near Park River.

The NDWC consists of seven producer board members, six are producer elected with a seventh appointed by the governor. Elections are held every four years in each of the counties in each respective district, on a staggered basis among the six districts, to allow for continuity on the Board. County representatives in each district elect the district Commissioner from the county representatives in the district. The NDWC board is responsible for establishing and approving the annual budget and developing Commission policy and programs encompassing research, overseas and domestic market development, domestic promotion, domestic policy, and trade policy. County representatives, in addition to electing respective district board members, provide valuable local feedback to the Commission, and participate in the annual meeting to help establish priorities for their wheat-specific check-off investment.

Neal Fisher, NDWC Administrator, frequently cites the importance of having active, dedicated producers leading the Commission. "We look forward to working with the new board members, and appreciate the effort invested by all producers involved in the election process and in providing valuable, real-world direction necessary to move the check-off program forward. As a time proven, producer-driven organization, the NDWC has been very well served by its elected county representatives and board members, ensuring their checkoff investments continue to meet the needs of wheat producers in North Dakota."
